Contract Title: European Union State Building Contract with Liberia: Moving Liberia forward Improving service delivery and public investment.

The EU Budget Support primarily contributes to the progressive achievement of Sustainable Development Goal (SDG) 16 ” Promote just, peaceful and inclusive societies”. Additionally, the SBC promotes progress towards SDG 1 ” End poverty in all its forms everywhere”.

The objective of the SBC is to assist the Government of Liberia in the eradication of poverty, promoting sustainable and inclusive growth, and consolidating and improving democratic and economic governance. Also, the EU’s Budget Support / State Building Contract comprises of engagement and dialogue around government reform priorities, definition of criteria to assess performance in the reform implementation, the verification of the fulfilment of criteria and the payment of budget support tranches. The total amount of funds under the SBC is 27 M EUR. The funds allotted under the SBC is divided into two components. For direct budget support to the government of Liberia, 24 M EUR was allotted while 3 M EUR was allotted under the complementary budget Support which is managed by the EU Delegation to provide Technical Assistants for support to budget preparation, research and analysis. The EU has disbursed 18 M EUR in Budget Support for FY 18/19/20. An amount of 8.7 M EUR was disbursed in December 2020 as the 4th payment under Moving Liberia Forward (fixed) COVID 19 Response.
