National Indicative Programme

The EU is assisting the implementation of the government’s transitional economic development programme. After two devastating civil wars (1989-1996 and 1999-2003), this programme is consolidating national peace and putting the West African nation on a path of poverty reduction. Civil war destroyed the country’s infrastructure and significantly eroded a once large human capital base. The country is rich in resources but poor in terms and of revenue and human capital to provide basic services to the population.

The National Indicative Programme for Liberia outlines the main focal sectors of the EU cooperation with the country during the period 2014-20 under the 11th European Development Fund.

The EU’s Country Strategy Paper for Liberia (2008-13) and the National Indicative Programme outline the priorities under the 10thEuropean Development Fund for €219.06 million of funding:

• rehabilitation of basic physical infrastructure,
• provision of social services such as education and health and
• governance issues, in particular improving institutional support and strengthening the capacity of public institutions.

The EU has supported these objectives through:

Support to the Liberia Reconstruction and Rehabilitation Trust Fund which is funded by the EU and EU member states to support: roads, water, waste collection etc.

The EU has provided General Budget Support to the Liberian budget enabling them to increase their budget and be able to pay teachers, nurses and doctors and free resources for important investments.

The EU is is also supporting ‘The National Vision: Liberia Rising 2030’ – the country’s long-term development strategy to bring about middle income status by 2030 by supporting the country’s Poverty Reduction Strategies.

The main priorities are:

• peace, security and rule of law,
• infrastructure and economic transformation,
• human development,
• governance and public institutions.

All the EU’s cooperation activities in Liberia take cross-cutting issues into account: capacity building, conflict-sensitive development and human rights, youth, the environment and the fight against HIV/AIDS.
