THE NAO

The Government of each ACP State appoints a National Authorizing Officer to represent it in all operations financed from Fund resources of the European Development Fund managed by the commission and the World Bank. For Liberia, the National Authorizing Officer appointed is the Minister of Finance and Development Planning and is assisted by the Deputy National Authorizing Officer.

THE OFFICE OF THE NATIONAL AUTHORIZING OFFICER, ROLES AND RESPONSIBILITIES

The National Authorizing Officer in close cooperation with the Head of Delegation is responsible for the following:

Preparation, submission, and appraisal of projects and programmes.

Issue invitations for local open tender and receive tenders, both local and international (open and restricted).

Presides over the examination of tenders, establishes the results of examinations, sign contracts and riders, and approves expenditures.

Clear and authorize expenditures.

Make necessary adaptations to ensure the proper execution of approved projects.

Hire consultants and other technical assistance experts.

Purchase goods on the local market.

European Development Fund to Liberia

The European Union’s aid to Liberia is channeled through the European Development Fund which is the main instrument for providing aid for development in the African, Caribbean, and Pacific (ACP) States.
