In furtherance of its commitment to supporting the Government of Liberia in the capacity building of its employees, the European Union (EU) in collaboration with the National Authorizing Office (NAO) and support from the Long Term Technical Assistance (LTTA) to the ONAO successfully conducted a Five-Day Training in PREPARATION OF TERMS OF REFERENCE TECHNICAL SPECIFICATIONS AND BILL OF QUANTITIES for Representatives from ONAO, Several Line Ministries, Agencies and Commissions in Monrovia.

The training, conducted from September 5 – 9, was facilitated by AGRICONSULTANT Europe through trainer Roberto Carpano, who provided basic to technical knowledge on EU procedures for Service, Supply, and Works programmes and preparing and assessing term 0f reference, technical specification, and tender dossiers, particularly for participants who work requires developing or validating Technical Specifications and Bills of Quantities.

Speaking during the opening and closing of the training, the Deputy National Authorizing Officer (DNAO), Attorney Martus W. Bangalu urged the participants to utilize all of the skills and knowledge acquired during the training for the betterment enhancing their capacity for the needed productivity at their various institutions or departments.

During the training, participants were provided with the necessary skills to understand how ToRs steer the evaluation process, what a good ToR is, when it applies to Supply and Works programmes or contracts, assess Bills of Quantities, Technical Specifications, as well as to understand what Bill of Quantities are, knowing the composition of Bills of Quantities, knowing the essential parts of a technical specification, knowing how specifications should be issued, modified and controlled, identify possible commercial and contractual issues, to access and approve specifications more quickly, build confidence in preparing procurement plans and organizing calls for tenders or negotiated procedures by following a step-by-step process.

The training was more interactive and participatory and also provided participants with the right tools and knowledge to aid them to perform effectively and thinking upfront through various processes for successful implementation of projects.
