CIVIL SOCIETY INITIATIVE (CSI) : Supporting Effective Advocacy in Liberia  (SEAL)

A.    Description:

Over 48 months, Mercy Corps and Kvinna Till Kvinna will collaborate with 11 mid-level Civil Society Organisations (CSOs), the National Civil Society Council of Liberia (NCSCL), as well as 15 smaller county level CSOs (community-based organisations – CBOs) to strengthen organisational and collective efforts to promote good governance and a vibrant civic sector during a critical moment in the country’s development. Mercy Corps and Kvinna Till Kvinna, have designed SEAL building upon a combined 23 years of continuous programming with civil society in Liberia.

The project will provide technical and financial inputs at key moments of selected CSOs’ organisational development while supporting gender mainstreaming in their daily operation and work, so that they may develop internal controls, skills, and connections to enhance their credibility and legitimacy with constituencies and the government. Simultaneously SEAL will work with selected CSOs to promote accountability through monitoring of Public Financial Management processes and Governance in general for more efficient use of national resources Gender equity in CSOs will be promoted. The CSO leaders to be trained in effective advocacy will work across seven counties in Liberia and represent 26 Liberian civil society organisations and the NCSCL.

B.     Overall objective:  Liberian Civil Society Organisations (CSOs) contribute to inclusive wealth creation for a more equal and transparent society in support of Liberia’s 2030 Agenda for Transformation.

C.    Specific objective: Liberian CSOs are credible actors in the governance of the country through their engagement in the formulation of public policy, and the monitoring of its implementation.  

D.    Beneficiary: Liberian Civil Society Organisations (CSOs)/NCSCL

E.     Total Cost: 4, 500, 000 EUR

F.     Contract Value: 4, 250, 000 EUR

G.    Duration: 48 months

H.    Location of the Action: Liberia –  Montserrado, Rivercess, Grand Gedeh, Grand Kru, Sinoe, River Gee and Maryland Counties.

I.       Next Step: 11 selected middle-level CSOs to benefit from smaller grant to proceed with implementation of activities in the selected seven counties.

J.      Status: MoU has been signed between the selected CSOs and Mercy Corps Europe the lead implementing partner. Training of the CSOs is on-going.
